NY Times -- 25% decline in LSAT takers since 2010

The NY Times reports that the number of people taking the LSAT exam in the 2011-12 academic year (just under 130k) represents a 25% from 2009-10 (about 171k). The article is interesting, but I always find the comments on such articles more interesting. Are we reaching a tipping point, where someone is going to be permitted to create  a new kind of law school and a new kind of law firm, one that can provide lawyers who can and will handle legal matters for the millions that lack funds to hire ordinary lawyers and firms?
